House Democratic Whip Steny H. Hoyer (MD) and Rep. Frank Wolf (R-VA) today introduced H.R. 4120, which would allow construction to proceed on the National Law Enforcement Officers Museum by extending authorization for the non-profit National Law Enforcement Officers Memorial Fund (NLEOMF).

Fifty years ago today, while working as an intern to Maryland Senator David Brewster, I was coming down the steps of the U.S. Capitol when I was stopped by an officer of the U.S. Capitol Police who said: ‘Have you heard?  The President’s been shot.’  I will never forget that moment – as I know so many Americans will always remember where they were on the day President John F. Kennedy was taken from us.

“I thank the Gentleman from Connecticut. Not only for the special order but for the speech he gave as we led into this special order about that wrenching day in November, the 22nd of November, 1963. Where he was, the memory he had. And I thank the Leader who has recalled so well what John Kennedy meant to our generation.

“I join in remembering the horrific Nazi pogrom of Kristallnacht seventy-five years ago.  The destruction and hate-driven murder that occurred over two days marked a turning point toward a horrific genocide whose pain continues to be felt by all those throughout the world who believe in justice.

"I was very saddened to learn of the passing of my friend, Ike Skelton.  He was an extraordinary American, and I had the privilege of serving alongside him in Congress for nearly thirty years, where I saw his compassion, his humility, and his deep-rooted Missouri values up close.

“Mr. Speaker, it is with great sadness that I rise to remember three of my constituents who tragically lost their lives in Monday's shooting along with nine other innocent victims at the Washington Navy Yard. The entire Washington Metropolitan area is still in shock at the horrific news.

“My thoughts are with the victims and the families who lost loved-ones in today’s tragic shooting at the Washington Navy Yard.  Many of those who serve there in military and civilian roles live in my district, and while we do not yet know all the details about who carried out this terrible shooting, there is no doubt that it has shaken the Navy, the greater Washington D.C. community, and our nation as a whole.

“Though twelve years have now passed since that tragic day on which we were attacked, the pain and heartbreak of September 11, 2001, will never be forgotten.  For the loved ones of victims and for those who survived, this anniversary marks a solemn moment to remember the lives lost and lives changed forever.
