Mr. Speaker, I rise out of deep concern for our country, our people, and those who serve us in uniform.

At last week’s GOP retreat, Congressional Republicans confirmed what Democrats and the American people have known all along: they have no real plan to replace the Affordable Care Act. 

As Republicans continue their efforts to repeal the Affordable Care Act without offering a real replacement plan, Members are feeling the heat from their constituents. In Virginia, Rep. Dave Brat (VA-07) complained to a conservative audience about vocal constituents who are concerned about losing coverage and increased health care costs.

I was proud to stand shoulder-to-shoulder tonight on the steps of the Supreme Court with my Democratic colleagues and with a multitude of Americans who came out to protest the Trump Administration’s actions.  

I’m proud to join Judiciary Subcommittee on Immigration and Border Security Ranking Member Zoe Lofgren, Judiciary Committee Ranking Member John Conyers, and more than 160 House Democrats as a cosponsor of legislation to end the Trump Administration’s dangerous Muslim ban.  

A dream scenario for Congressional Republicans: control of Congress and the White House. But things aren’t going according to plan. At the GOP retreat last week, Congressional Republicans expected to unify their Party and come up with a plan to govern. Instead, Congressional leaders and the Trump Administration walked away more divided than ever.

Following his inauguration, President Trump signed a vague, yet potentially broad, executive order attacking the Affordable Care Act. 

Congressional Republicans are at their retreat in Philadelphia this week, hoping to get on the same page and develop a policy agenda. It comes as a surprise to exactly no one that the retreat isn't going as smoothly as they had hoped. A look at the headlines shows Republicans on Capitol Hill and the Trump Administration continue to struggle with deep divisions.

Yesterday, President Trump issued an Executive Order. He imposed a hiring freeze on the federal workforce.
