GOP Shutdown Watch 9/16: Republicans' "Rank-and-File Uprising " Edition

As the House returns to session today, Republican leaders still don’t have a plan to avert another costly and harmful GOP shutdown.  Will Speaker Boehner be able to mollify another “rank-and-file uprising” in his own party so that the House can do what’s best for the American people by keeping the government open?
