At approximately 6:45 p.m., the House will take the following votes on amendments to Division D (State, Foreign Operations) to H.R. 2740 – Labor, Health and Human Services, Education, Defense, State, Foreign Operations, and Energy and Water Development Appropriations Act, 2020:
  1. Lesko Amendment – Strikes the requirement that not less than $750 million of Global Health Programs shall be made available for family planning/reproductive health – 5 minutes
  2. Jackson Lee Amendment #79 – Increases by $1 million and decreases by $1 million for Global Health Programs to combat the practice of Female Genital Mutilation – 2 minutes
  3. Jackson Lee Amendment #80 – Increases by $1 million and decreases by $1 million for conservation programs to combat the trafficking of endangered species – 2 minutes
  4. Gosar/Luetkemeyer Amendment #81 – Prevents funds in this Act from being made available to the Intergovernmental Panel on Climate Change, the United Nations Framework Convention on Climate Change, or the Green Climate Fund – 2 minutes
  5. Grijalva Amendment – Decreases by $4 million then increases by $4 million construction funding within the International Border and Water Commission for the International Outfall Interceptor (IOI) – 2 minutes
  6. Gosar Amendment #83 – Prohibits funds from being used for the United Nations Framework Convention on Climate Change – 2 minutes
  7. Speier Amendment – Increases by $40 million and decreases by $40 million for Assistance for Europe and Eurasia to fund Armenian democracy assistance – 2 minutes
  8. Meadows Amendment – Increases assistance withheld from Pakistan over the imprisonment of Dr. Shakil Afridi by $33 million (total withheld is now $66 million) – 2 minutes
  9. En Bloc #1 offered by Ms. Lowey (Cohen Amendment, Foster Amendment, Connolly Amendment, Cicilline Amendment, Boyle Amendment, Panetta Amendment, Krishnamoorthi Amendment, Murphy Amendment, Espaillat Amendment, Cox Amendment, Cunningham Amendment, Spanberger Amendment, Levin (MI) Amendment) 2 minutes
**Members are advised that additional procedural votes are expected. 

After votes, the House will resume consideration of amendments to H.R. 2740 – Labor, Health and Human Services, Education, Defense, State, Foreign Operations, and Energy and Water Development Appropriations Act, 2020, beginning with Division E (Energy and Water).   An additional vote series is expected tonight on amendments to H.R. 2740. 

Next/last votes predicted: at approximately 9:00 - 10:00 p.m., on some amendments to H.R. 2740 and a suspension.
