At approximately 4:45 p.m., the House will take the following votes on amendments to Division A (Commerce, Justice, and Science) to H.R. 3055 – Commerce, Justice, Science, Agriculture, Rural Development, Food and Drug Administration, Interior, Environment, Military Construction, Veterans Affairs, Transportation, and Housing and Urban Development Appropriations Act, 2020: 

1. Rutherford Amendment #3 – Increases the NOAA Operations, Research, and Facilities account by $3.5 million. Decreases the National Telecommunications and Information Administration (NTIA) Salaries and Expenses account by $3.5 million to restore it to FY19 levels – 2 minutes
2. King (IA) Amendment #9 – Strikes the general provision in the bill that blocks the Census Bureau from adding a citizenship question to the 2020 Census – 2 minutes
3. Blumenauer Amendment #17 – Prohibits the use of funds to prevent any State, territory, or D.C. from implementing their own laws that authorize the use, distribution, possession, or cultivation of marijuana – 2 minutes
4. Banks Amendment #36 – Reduces amounts made available in Division A (Commerce, Justice, and Science), by 14 percent – 2 minutes
5. Golden Amendment #70 – Prohibits NOAA from using a tool that is used to protect the critically endangered right whales in both the Atlantic and Pacific – 2 minutes
6. Stevens Amendment #85 – Increases and decreases funding in the General Legal Activities Account by $2 million to direct the Department of Justice’s Environment and Natural Resources Division to devote more resources to enforce Federal animal cruelty laws – 2 minutes
7. Underwood Amendment #89 – Prohibits the Department of Justice from using funds to argue as part of any litigation that the Affordable Care Act is unconstitutional, invalid, or unenforceable on any ground – 2 minutes

10. Spanberger Amendment #114 – Increases funding by $55 million in the bill for USDA’s Rural E-Connectivity (ReConnect) program, which makes loans and grants for broadband deployment in rural communities. Decreases are split between the Departmental Administration account ($12.5 million) the Office of the Chief Information Officer ($12.5 million), and the Office of the General Counsel ($30 million) – 2 minutes

Pallone Amendment #132 – Prohibits any funds from being expended by the Department of the Interior to conduct oil and gas pre-leasing, leasing, and related activities in outer continental shelf planning areas in the Atlantic, including the North Atlantic, Mid-Atlantic, and the South Atlantic Outer Continental Shelf Planning Areas – 2 minutes
13. Buchanan Amendment #133 – Prevents funds from being used by US Fish and Wildlife Service to issue permits for the importation of elephant or lion trophies from Zimbabwe, Zambia or Tanzania – 2 minutes
14. Duncan Amendment #135 – States that none of the funds made available by this Act may be used to enforce the final EPA Clean Power Plan rules – 2 minutes
15. Blumenauer Amendment #136 – Prevents any funds in this bill from being used to plan, design, study, or construct, for the purpose of harvesting timber by private entities or individuals, a forest development road in the Tongass National Forest (Alaska) – 2 minutes
16. Gosar Amendment #139 – Prohibits funds for carrying out the Environmental Protection Agency’s 2009 Endangerment Finding, which found that greenhouse gases in the atmosphere endangers public health and welfare – 2 minutes
17. Duncan Amendment #143 – Strikes section 118 from the bill which prevents oil and gas leases in the Arctic National Wildlife Refuge (ANWR) unless there are minimum bids of at least 50% of CBO’s projections – 2 minutes
18. Mullin Amendment #147 – Prohibits funds from being used to enforce the Obama Administration's Methane Rule, entitled “Oil and Natural Gas Sector: Emission Standards for New, Reconstructed, and Modified Sources” – 2 minutes
19. Mullin Amendment #148 – Prohibits the use of funds to prepare, propose, or promulgate any regulation or guidance that references or relies on analysis of the cost of social carbon under certain Technical Support Documents published by the Interagency Working Group on Social Cost of Carbon – 2 minutes
20. Graves (LA) Amendment #158 – Strikes section 117 of Division C (Interior), which prohibits funds for a new Proposed Outer Continental Shelf Oil and Gas Leasing Program and Notice of Intent to Prepare a Programmatic Environmental Impact Statement – 2 minutes
21. Hice Amendment #161 – Decreases each amount made available by this Act (other than an amount required to be made available by a provision of law) by 23.6 percent to match the President's budget request – 2 minutes
22. Banks Amendment #163 – Reduces spending for each amount available in Division C (Interior), by 14 percent – 2 minutes
23. Biggs Amendment #165 – States that none of the funds made available by this Act can be used for the EPA Integrated Risk Information System – 2 minutes

Carbajal Amendment #176 – Prohibits any funds from being expended by the Department of the Interior to conduct oil and gas pre-leasing, leasing, and related activities in the Washington/Oregon, Northern California, Central California, and Southern California Outer Continental Shelf (OCS) Planning Areas – 2 minutes
27. Hill (CA) Amendment #187 – Increases by $7 million DOI and Forest Service accounts for wildfire preparedness, wildfire suppression operations, emergency rehabilitation, and hazardous fuels management, decreases by $7 million the increase to the DOI Working Capital Fund – 2 minutes
28. Schrier Amendment #190 – Prohibits funds to be used for undermining the EPA Mercury and Air Toxics Standard (MATS), which has been implemented by the power sector and has protected children and communities from mercury, lead, arsenic and other air toxics from power plants. The MATS standard prevents up to 11,000 fatalities and 130,000 asthma attacks each year – 2 minutes
