H.Res. 934– Rule providing for consideration of H.R. 5788 – Securing the International Mail Against Opioids Act of 2018 (Rep. Bishop (MI) – Ways and Means), H.R. 5735 – Transitional Housing for Recovery in Viable Environments Demonstration Program Act (Rep. Barr – Financial Services), and H.R. 2851 – Stop Importation and Trafficking of Synthetic Analogues Act of 2017 (Rep. Katko – Judiciary) (One hour of debate). The Rules Committee has recommended one Rule which would provide for consideration of three bills. For H.R. 5788, the Rules Committee has recommended a closed Rulethat provides for one hour of general debate on the motion equally divided and controlled by the Chair and Ranking Member of the Committee on Ways and Means. The Rule allows one motion to recommit, with or without instructions, and waives all points of order against the legislation. For H.R. 5735, the Rules Committee has recommended a structured Rule that provides for one hour of general debate equally divided and controlled by the Chair and Ranking Member of the Committee on Financial Services. The Rule provides for consideration of 4 amendments, debatable for 10 minutes, equally controlled by the proponent and opponent of the amendment. The Rule allows one motion to recommit, with or without instructions, and waives all points of order against the legislation. For H.R. 2851, the Rules Committee has recommended a structured Rule that provides for one hour of general debate equally divided and controlled by the Chair and Ranking Member of the Committee on the Judiciary. The Rule provides for consideration of 4 amendments, debatable for 10 minutes, equally controlled by the proponent and opponent of the amendment. The Rule allows one motion to recommit, with or without instructions, and waives all points of order against the legislation. The Rules Committee rejected a motion by Mr. Polis of Colorado to make in order and provide the appropriate waivers to amendment #10, offered by Rep. Pocan (WI) and Rep. Gosar (AZ) and Rep. Polis (CO), which prevents the Secretary from placing a natural botanical substance under new Scheduling authority, and would require Secretary to use existing scheduling proceedings under the Controlled Substances Act, if supported by existing medical and scientific facts. The Rules Committee rejected another motion by Mr. Polis of Colorado to make in order and provide the appropriate waivers to amendment #7, offered by Rep. Polis (CO) and Rep. Correa (CA), which requires the VA to study medicinal marijuana as an alternative treatment option to prescription opioids. Members are urged to VOTE NO. Suspensions (11 bills)
