**Members are advised that the House will meet at 9:00 a.m. for legislative business and recess immediately.  The House will reconvene at approximately 10:15 a.m. for the purpose of receiving, in a Joint Meeting with the Senate, His Excellency Emmanuel Macron, President of the Republic of France.  Members are advised to be on the House Floor and seated no later than 10:05 a.m. for the Joint Meeting.

H.Res. 839– Rule providing for consideration of H.R. 3144 – To provide for operations of the Federal Columbia River Power System pursuant to a certain operation plan for a specified period of time, and for other purposes (Rep. McMorris Rodgers – Natural Resources) and H.R. 4 – FAA Reauthorization Act of 2018 (Rep. Shuster – Transportation and Infrastructure) (One hour of debate).  The Rules Committee has recommended one Rule which would provide for consideration of two bills.

For H.R. 3144, the Rule Committee has recommended a closed Rulethat provides for one hour of general debate equally divided and controlled by the Chair and Ranking Member of the Committee on Natural Resources.  The Rule allows one motion to recommit, with or without instructions, and waives all points of order against the legislation.

For H.R. 4, the Rule provides for one hour of general debate, equally divided between the Chair and Ranking Member of the Committee on Transportation and Infrastructure. The Rule provides for consideration of 116 amendments, each debatable for 10 minutes, equally controlled by the proponent and opponent of the amendment.

The Rule also provides the Chairman of the Committee on Transportation and Infrastructure authority to offer amendments en bloc, consisting of amendments not previously considered. All en bloc amendments are debatable for 20 minutes equally divided between the Chair and Ranking Member of the committee on Transportation and Infrastructure.  Members are urged to VOTE NO.

H.R. 3144 – To provide for operations of the Federal Columbia River Power System pursuant to a certain operation plan for a specified period of time, and for other purposes (Rep. McMorris Rodgers – Natural Resources) (One hour of debate).  This bill would mandate the use of the most recent operation plan for the Federal Columbia River Power System (FCRPS) hydropower dams until at least 2022.  The current FCRPS operation plan was struck down by a federal District Court in 2016 after it found that the plan was inadequate and jeopardized the existence of several listed salmon and steelhead fish species protected under the Endangered Species Act. The legislation short circuits judicial rulings regarding the operation of the FCRPS, mandates the use of the court-rejected plan until a new one can be created, blocks court-ordered water releases to help with salmon survival, and blocks a full review of salmon recovery strategies under the National Environmental Policy Act.  Instead of operating the FCRPS on science-based decision-making, House Republicans are choosing to overturn legally sound court decisions and force the adoption of a plan that hurts local tribes, businesses, and fishing interests in the Pacific Northwest.
