H.Res. 412 – Rule providing for consideration of H.Res. 411 – Finding that the President has not complied with section 2 of the Iran Nuclear Agreement Review Act (Rep. Pompeo – Foreign Affairs), H.R. 3461 – To approve the Joint Comprehensive Plan of Action, signed at Vienna on July 14, 2015, relating to the nuclear program of Iran (Rep. Boehner – Foreign Affairs), and H.R. 3460 – To suspend until January 21, 2017, the authority of the President to waive, suspend, reduce, provide relief from, or otherwise limit the application of sanctions pursuant to an agreement related to the nuclear program of Iran (Rep. Roskam – Foreign Affairs/Ways and Means) (One hour of debate). The Rules committee has recommended one Rule which provides for consideration of 3 measures.

For H.Res. 411, the Rules Committee has recommended a closed Rule that provides for two hours of general debate equally divided and controlled by the Chair of the Committee on Foreign Affairs and the Minority Leader or their designees.  The Rule also waives all points of order against the resolution.

For H.R. 3461, the Rules Committee has recommended a closed Rule that provides for three hours of debate equally divided and controlled by the Chair of the Committee on Foreign Affairs and the Minority Leader or their designees.  The Rule allows one motion to recommit and it also waives all points of order against the legislation.

For H.R. 3460, the Rules Committee has recommended a closed Rule that provides for two hours of debate with 30 minutes controlled by the Chair of the Committee on Foreign Affairs or his designee, 30 minutes controlled by the Chair of the Committee on Ways and Means or his designee, and one hour controlled by the Minority Leader or her designee. Members are urged to VOTE NO.

H.Res. 411 – Finding that the President has not complied with section 2 of the Iran Nuclear Agreement Review Act of 2015 (Rep. Pompeo – Foreign Affairs) (Two hours of debate).  H.Res. 411 states that the President did not fulfill all requirements of the Iran Nuclear Agreement Review Act (Corker-Cardin agreement). That legislation requires the President to transmit to Congress for review the agreement related to the nuclear program of Iran, and any additional materials related thereto, including annexes, appendices, codicils, side agreements, implementing materials, documents, and guidance.  This measure expresses the view that the failure to include two agreements between Iran and the International Atomic Energy Agency (IAEA) -- one related to the “Possible military Dimensions” of Iran’s program, the other regarding the Parchin military facility -- in the materials submitted to congress constitutes a breach of the requirements set out in the Corker-Cardin agreement. 

Begin Consideration of H.R. 3461 – To approve the Joint Comprehensive Plan of Action, signed at Vienna on July 14, 2015, relating to the nuclear program of Iran (Rep. Boehner – Foreign Affairs) (Three hours of debate).  This measure would state that the Congress favors the nuclear agreement made by the United States with the United Kingdom, France, China, Russia, and Germany regarding Iran’s nuclear program which was signed on July 14, 2015.

The GOP Leadership has announced the following schedule for Friday, September 11: The House will meet at 9:00 a.m. for legislative business. The House is expected to complete consideration of H.R. 3461 – To approve the Joint Comprehensive Plan of Action, signed at Vienna on July 14, 2015, relating to the nuclear program of Iran (Rep. Boehner – Foreign Affairs).  The House is also expected to consider H.R. 3460 – To suspend until January 21, 2017, the authority of the President to waive, suspend, reduce, provide relief from, or otherwise limit the application of sanctions pursuant to an agreement related to the nuclear program of Iran (Rep. Roskam – Foreign Affairs/Ways and Means).
