Complete Consideration of H.R. 3053 – Nuclear Waste Policy Amendments Act of 2018 (Rep. Shimkus – Energy and Commerce) (One hour of debate). This bill amends the Nuclear Waste Policy Act of 1982 to make several changes to the Department of Energy’s (DOE) nuclear waste management program to store and dispose of spent nuclear fuel and high-level radioactive waste. The bill directs DOE to develop an interim storage “pilot program” in order to store spent nuclear fuel, with a priority of taking and storing spent nuclear fuel from power plants that have ceased commercial operations. H.R. 3053 also withdraws federal lands for the Yucca Mountain repository upon the Nuclear Regulatory Commission (NRC) issuing a final decision approving a construction authorization for the Yucca Mountain repository. The bill also prohibits DOE from resuming fee collection for the Nuclear Waste Fund until the NRC makes a final decision approving or disapproving the issuance of the construction authorization for Yucca Mountain. The Rule, which was adopted yesterday, makes in order 3 amendments, debatable for 10 minutes each, equally divided between the offeror and an opponent. The amendments are: Keating Amendment. Requires the Department of Energy to publish a financial statements summary in its annual Nuclear Waste Fund financial statement audit. Schneider/Lowey Amendment. Requires a report on existing resources across the federal government that could assist communities struggling with the economic impact of a nuclear plant closure and housing spent nuclear fuel and assist communities in the decommissioning process with developing economic adjustment plans. Titus Substitute Amendment. Strikes the language of H.R. 3053 and inserts language establishing a consent-based siting process for determining a permanent nuclear waste repository.
