TOMORROW’S OUTLOOK
The GOP Leadership has announced the following schedule for Tuesday, May 17: The House will meet at 12:00 p.m. for legislative business.  The House is expected to begin consideration of H.R. 4909 – National Defense Authorization Act of Fiscal Year 2017 (Rep. Thornberry – Armed Services) (Subject to a Rule).  The House is also expected to consider H.R. 897 – Zika Vector Control Act, as amended (Rep. Gibbs – Agriculture) – under suspension of the Rules.

“The latest budget blueprint pushed by House Republican leaders may be falling flat.  The new plan, which pairs a higher level of discretionary spending than conservatives want with cuts to entitlement programs, wasn't an easy sell among the GOP rank-and-file last week.  ‘This new proposal, I think, is struggling a bit because it's very confusing,’ said Rep. Charlie Dent, R-Pa., a senior House appropriator… Members of the conservative House Freedom Caucus, who want to cut discretionary spending, expressed concern last week that the legislation may be pointless… While House leaders had talked about bringing a budget bill to the floor as early as this week, they may not have the votes yet to proceed.”
