The Daily Quote

“A House vote this week may determine whether new rules for passing spending bills can rescue a foundering appropriations process — or cause a meltdown.A politically polarized House will take up its annual defense spending bill this week under a structured rule that allows GOP leaders to prevent controversial amendments from coming to a vote. The change from a more open procedure was made after the annual Energy-Water bill went down in flames on the House floor last month. A Democratic amendment to prohibit discrimination against gay and transgender people prompted most Republicans to oppose their own bill.”
