THE DAILY QUOTE
“House Republicans began drafting a fifth stopgap funding measure as they stared down a Thursday deadline for avoiding another government shutdown… The need for a fifth stopgap, this time stretching funding for another six weeks, means that federal agencies will be operating in financial limbo for at least nearly half the fiscal year, which began last October. Without a final agreement in place, agencies don't know how much money they'll have to spend for the current year and are generally barred from beginning new projects or shifting funds to meet new priorities.”
