H.R. 3460 – To suspend until January 21, 2017, the authority of the President to waive, suspend, reduce, provide relief from, or otherwise limit the application of sanctions pursuant to an agreement related to the nuclear program of Iran (Rep. Roskam – Foreign Affairs/Ways and Means) (Two hours of debate). H.R. 3460 provides that through the last day of President Obama’s term, he may not waive, reduce, provide relief from, or otherwise limit the application of sanctions described in the Joint Comprehensive Plan of Action (JCPOA) signed in Vienna, Austria on July 14, 2015, and any other agreement related to Iran’s nuclear program. The measure would prevent President Obama from implementing the terms of the JCPOA and any other agreement (potentially including the Joint Plan of Action) related to Iran’s nuclear program.

The Rule, which was adopted yesterday, provides for two hours of debate with 30 minutes controlled by the Chair of the Committee on Foreign Affairs or his designee, 30 minutes controlled by the Chair of the Committee on Ways and Means or his designee, and one hour controlled by the Minority Leader or her designee.

Complete Consideration of H.R. 3461 – To approve the Joint Comprehensive Plan of Action, signed at Vienna on July 14, 2015, relating to the nuclear program of Iran (Rep. Boehner – Foreign Affairs). This measure would state that the Congress favors the nuclear agreement made by the United States with the United Kingdom, France, China, Russia, and Germany regarding Iran’s nuclear program which was signed on July 14, 2015.

The Rule, which was adopted yesterday, provides for no further general debate.
