Complete Consideration ofH.R. 4– FAA Reauthorization Act of 2018 (Rep. Shuster – Transportation and Infrastructure).   This bill authorizes Federal Aviation Administration (FAA) operations for six years, until FY 2023, as well as the aviation taxes that finance the Airport and Airway Trust Fund (AATF). Currently, authorization is set to expire on September 30th.  The last multi-year FAA reauthorization expired in 2015.  Since that time the AATF expenditure authority, airport grants contract authority and aviation excise taxes have faced short-term reauthorizations and extensions.  

H.R. 4 authorizes: $10.2 billion for FY 2018, gradually increasing to $11.3 billion for FY 2023 for FAA operations, including the air traffic control system; $3.35 billion each year for the Aviation Trust Fund for the Airport Improvement Act (AIP); $2.9 billion for FY 2018, gradually increasing to $3.3 billion for FY 2023 for FAA air navigation facilities and equipment activities, including continued implementation of the NextGen program; $181 million for FY 2018, gradually increasing to $204 million for FY 2023, for the FAA’s research and development program; and $153 million for FY 2018, gradually increasing to $168 million for FY 2023 for the Essential Air Service program.

H.R. 4 also includes the Disaster Recovery Reform Act (DRRA) which will help communities prepare for and respond to natural disasters.  This provision reforms FEMA by putting an emphasis on pre-disaster planning that will better equip communities to respond to hurricanes, floods, wildfires, earthquakes and other disasters.

The Rule, which was adopted yesterday, provides for no further general debate and allows for amendments to be offered en bloc.  As of yesterday, the House has completed debate through amendment #101. A full list of amendments can be found HERE.
