CAUCUS UPDATE

Yesterday evening in the Democratic Caucus meeting, House Members continued to deliberate the various options for moving forward on health insurance reform. Tonight, in his State of the Union Address, the President is expected to deliver a clear message to the country about why reform is a critical plank of efforts to provide greater stability and security for Americans and lessen the economic burden on middle-class families and small businesses.

One option under discussion is for the House to pass the Senate health insurance reform bill, and for both chambers to pass a separate piece of legislation that fixes the provisions of concern in the Senate bill. This option would enable the Senate to pass the second bill with a majority of senators. A recent paper shares past precedent for passing major legislation by this process.
