Dear Colleague:

This time of year is an opportunity for us to reflect on all that we are thankful for and all that we have accomplished this Congress.  From enacting some of the most groundbreaking legislation in a generation to outperforming expectations in the recent elections, House Democrats have much to be proud of this year. At the same time, however, we must prepare to return to Washington and see to it that we are just as productive in this final month as we have been throughout the 117th Congress.  Whether it's strengthening our economy, improving our immigration system, protecting our national security, or safeguarding democracy around the world, we have important work ahead of us in December.  We must take full advantage of the coming weeks to deliver further results For the People.

We will take up key legislation when we return to Washington this week.  Two of these bills address pressing issues facing our criminal justice system.  We will consider H.R. 3372, the One Stop Community Reentry Program Act.  Rep. Karen Bass and the House Judiciary Committee have worked to advance this bill, which would authorize grants to support community-based reentry programs and resources for formerly incarcerated people. Similarly, Rep. Karen Bass also took the lead on H.R. 6878 – the Pregnant Women in Custody Act – which would institute a national standard for the provision of prenatal and post-delivery care to incarcerated women and their babies.  We will consider both of these important bipartisan measures on the Floor in the coming week.

The House also stands ready to act on other important issues facing our country and the American people. The Senate will soon pass the Respect for Marriage Act, and we must be prepared to take another vote on that historic bill to send it to the White House.  Similarly, after the House passed the Presidential Election Reform Act last September, it appears the Senate may pass a similar bill in the next few weeks. If so, our House Majority ought to take swift action to ensure that we secure reforms to our electoral count system.  We are also aware of the ongoing freight rail negotiations and ought to continue to monitor their progress in the days ahead.  Additionally, with the current Continuing Resolution’s December 16 expiration date approaching, we must make progress on omnibus appropriations legislation to fund the government for the rest of fiscal year 2023. We should also be ready to take up this year’s National Defense Authorization Act, as talks on it continue.

Once again, I am so thankful for your tireless work this Congress and for your commitment to putting People over Politics.  We must continue that important mission in the coming weeks, and I look forward to working with you to ensure that we have a productive end to the 117th Congress.

Sincerely,

STENY H. HOYER
House Majority Leader
