November 11, 2022
Dear Colleague:

As the 2022 midterm elections clearly demonstrated, Americans continue to trust House Democrats to deliver results by putting People Over Politics.  After honoring those in our communities who have served our nation in uniform, we will return to Washington next week to continue our essential work For the People.  Whether helping Americans contend with the difficult effects of inflation, making our economy stronger and more resilient, or bolstering our national security and supporting democracy around the world, we must ensure that Congress continues to legislate effectively this November to address both near-term and long-term challenges facing our country and our constituents.

Next week, while new Members are in town for New Member Orientation, our House Majority will have the opportunity to continue our work to advance important legislation.  We will take up S. 4524, Sen. Kirsten Gillibrand and Rep. Lois Frankel’s bipartisan Speak Out Act, which would limit the use of Non-Disclosure Agreements to silence survivors of sexual harassment or assault.  Additionally, as we face the growing threats posed by the global climate crisis, we will consider an amended version of S. 3092, Sen. Alex Padilla and Rep. Zoe Lofgren’s FIRE Act.  This legislation would enable FEMA to respond more proactively to wildfires and to improve its relocation-assistance efforts for those living in fire-prone areas.  The forest fires that tore through the American West in recent months remind us of the urgent need for Congress to ensure Americans can contend with the direct impacts of the climate crisis.

We will also take up suspension bills from the House Veterans’ Affairs Committee in recognition of Veterans Day.  Similarly, the House will have a chance to advance other consensus legislation, including H.R. 3630, Subcommittee Chair Jan Schakowsky’s Lymphedema Treatment Act, which would expand Medicare coverage for Lymphedema compression treatment items.  We will also consider H.R. 6290, Subcommittee Chair Paul Tonko’s Manufacturing.gov Act to direct the Department of Commerce to establish a primary information hub for federal manufacturing programs.

For the remainder of this Congress, Members should be prepared to take up omnibus appropriations legislation to fund the government for the rest of the fiscal year as negotiations continue ahead of the expiration of the current Continuing Resolution in December.  Likewise, Members ought to be prepared to consider a National Defense Authorization Act as we work toward an agreement in the coming weeks.

I want to thank you all for your work leading up to the midterm elections.  Together, we presented House Democrats’ strong record and an optimistic vision for our country’s future that inspired tens of millions of Americans across the country to exercise their right to vote.  Every Member of our Caucus can be proud of what we accomplished together in the 117th Congress and of the campaigns run in districts across our country.  While we continue to receive news of the returns and learn the makeup of the next Congress, we must keep our focus on the task ahead.  I look forward to working with you all to continue adding to our record of delivering results For the People in the 117th Congress.

Sincerely,
