H.Res. 408 – Rule providing for consideration of H.J.Res. 64Disapproving of the agreement transmitted to Congress by the President on July 19, 2015, relating to the nuclear program of Iran (Rep. Royce – Foreign Affairs/Financial Services/Judiciary/Oversight and Government Reform/Ways and Means) (One hour of debate).  The Rules Committee has recommended a closed Rule that provides for ten hours of general debate equally divided among and controlled by the respective Chairs and Ranking Members of the Committees on Foreign Affairs, Financial Services, Judiciary, Oversight and Government Reform, and Ways and Means. The Rule provides for one hour of concluding debate, equally divided and controlled by the Chair and Ranking Member of the Committee on Foreign Affairs.  The Rule allows one motion to recommit and waives all points of order against the resolution.

The Rule also contains language that states upon receipt of a message from the Senate transmitting H.J.Res. 61 with a Senate amendment which is identical to the text of H.J.Res. 64 as passed by the House, the Senate bill will be deemed passed in the House.

Royce – Foreign Affairs/Financial Services/Judiciary/Oversight and Government Reform/Ways and Means).  H.J.Res. 64 disapproves of the nuclear agreement made by the United States with the United Kingdom, France, China, Russia, and Germany regarding Iran’s nuclear program.  Pursuant to H.R. 1191 – Iran Nuclear Agreement Review Act of 2015 (Sens. Corker-Cardin agreement), which was signed into law on May 22, 2015, a resolution of disapproval of the Iran agreement would prevent the President from exercising statutory waivers on Iran Sanctions, thereby preventing implementation of the Joint Comprehensive Plan of Action.

The GOP Leadership has announced the following schedule for Thursday, September 10: The House will meet at 12:00 p.m. for legislative business. The House is expected to continue consideration of H.J.Res. 64 – Disapproving of the agreement transmitted to Congress by the President on July 19, 2015, relating to the nuclear program of Iran (Rep. Royce – Foreign Affairs/Financial Services/Judiciary/Oversight and Government Reform/Ways and Means).
